&lt;DIV align=justify&gt;&lt;FONT size=6&gt;'WTC-7 impossible to have fallen by fire'&lt;BR&gt;&lt;/FONT&gt;September 7, 2011&lt;BR&gt;&lt;A href="http://www.presstv.ir/detail/197821.html" target=_blank&gt;Press TV&lt;BR&gt;&lt;/A&gt;&lt;BR&gt;Scientists, architects and engineers all over the world have questioned the official version of how WTC-7 fell down, adding that these buildings are built to fight even the formidable forces of nature. &lt;BR&gt;&lt;BR&gt;Based on claims by the US government, the 47-story modern steel-framed WTC-7 was brought down by office fires. &lt;BR&gt;&lt;BR&gt;Shyam Sunder, the lead investigator at National Institute of Standards and Technology (NIST) -- a state-run organization -- had said, “World Center 7 collapsed because of fire fueled by office furnishings.” &lt;BR&gt;&lt;BR&gt;However, experts say that a building with a steel-frame never collapses after a few hours of fire. &lt;BR&gt;&lt;BR&gt;“Fires have never before caused the collapse of any skyscraper. Even though there are numerous examples of much hotter, larger, and longer-lasting fires in these buildings,” says architect Richard Gage, the founder of AIA Architects. &lt;BR&gt;&lt;BR&gt;Metallurgical engineer Kathy McGrade says, “You cannot generate enough heat to melt steel.” &lt;BR&gt;&lt;BR&gt;According to witnesses, massive explosions were heard before WTC-7 collapsed. &lt;BR&gt;&lt;BR&gt;NIST's official scenario resulting in the total collapse of the building is, as experts say, absolutely impossible. &lt;BR&gt;&lt;BR&gt;All the columns needed to be severed at the same time in order for that structure to fall the way it did, based on what structural engineer Michael Donly says. &lt;BR&gt;&lt;BR&gt;Although NIST rejected the possibility of any sort of controlled demolition, it refused to test the explosive residues, which could have documented the evidence of melted steel. &lt;BR&gt;&lt;BR&gt;“The destruction of evidence was a criminal act itself. Also Geiger counter readings right after the attack shows high levels of radiation 12 miles away from Pentagon crash site.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;A radiation expert and high-ranking Army Major, who once headed the military's depleted uranium project, both contend the Pentagon was hit by missile, not a commercial jetliner, adding high radiation readings after the strike indicate depleted uranium also may have been used.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"I'm not an explosives or crash site expert, but I am highly knowledgeable in causes and effects related to nuclear radiation contamination. What happened at the Pentagon is highly suspicious, leading me to believe a missile with a depleted uranium warhead may have been used," said radiation expert Leuren Moret in a telephone conversation this week from her Berkeley, CA home.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;Moret, who has spent a life time working in the nuclear field, first as a staff scientist at the Livermore Nuclear Weapons Laboratory in California, is now a member of The Radiation and Public Health Project (RPHP), a privately funded group studying the devastating effects of depleted uranium especially in Iraq and Afghanistan.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;Regarding the missile theory, it is also backed up by retired Army Maj. Doug Rokke, a PhD educational physics and former top military expert banished from the Pentagon after the military failed to follow regulations regarding the use, clean up and medical treatment regarding the use of depleted uranium.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"When you look at the whole thing, especially the crash site void of airplane parts, the size of the hole left in the building and the fact the projectile's impact penetrated numerous concrete walls, it looks like the work of a missile," said Maj. Rokke from his Rantoul, IL home this week. "And when you look at the damage, it was obviously a missile. Also, if you look at the WTC and the disturbing flash hitting the tower right before the impact of the airplane, it also looks like a missile was used."&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;And to prove the government's jetliner theory is wrong, Moret said the quick actions of a friend near the Pentagon on the morning of 9/11, provide even more suspicion.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;Moret recalls on the tragic morning that once she saw the jetliner strike the twin towers and then heard about the Pentagon crash, she immediately called a close friend in Alexandria VA, Dr. Janette Sherman.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;Thinking radiation might be involved, she quickly asked Dr. Sherman, 77, a radiation expert and medical doctor who lived about 12 miles from the crash site, to get a Geiger counter reading.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;What the pair of experts found is astonishing. What they found is not only astonishing but four years after 9/11, what's even more incredible is that their findings have been completely ignored by most everyone, including the Bush administration, the 9/11 Commission and the mainstream media, all who appear more interested in rubber stamping the official 9/11 story then getting at the real truth.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"Dr. Sherman was downwind from the Pentagon on 9/11 and her Geiger counter readings show an extremely high reading, a reading of more than eight to ten times higher than normal," said Moret, also an expert in the cause and effects of depleted uranium.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"Dr. Sherman, who is well-respected radiation expert herself, then went about contacting the proper authorities in order to try and alert emergency responders of the radiation risk at the Pentagon crash site. And we have also kept photos of the Geiger counter readings in order to verify what Dr. Sherman found 12 miles away."&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;After notifying the Nuclear Industrial Safety Agency (NIRS), experts from the Environmental Protection Agency (EPA) and the FBI were alerted and according to Moret, radiation experts later confirmed high radiation levels at the Pentagon crash site possibly from the presence from depleted uranium or other unknown causes.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;But what disturbed Moret most has been the Bush administration's lack of concern and its failure to mount a thorough investigation into what really caused the high radiation levels, saying perhaps the findings might reveal something contrary to the official story that a jetliner rammed through 12 Pentagon walls of solid concrete.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"Even if there was depleted uranium used, do you think the likes of Bush, Cheney and Rumsfeld would really care? These are bottom feeders that 20 or 30 years ago wouldn't have been even allowed to set foot in such high positions of power," said Moret.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;Although Dr. Sherman's Geiger counter can't be a conclusive finding, another nuclear radiation expert, Marion Fulk, agrees the positive reading, if anything, is suspicious.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"It definitely looks suspicious but of course many factors have to be considered before a conclusion is reached," said Fulk in a telephone conversation this week. "The type of Geiger counter used by Dr. Sherman needs to be looked at as well as the possibility of the true source of the radiation, whether it is depleted uranium in a missile, ballast in the airplane or within the structure of the building hit."&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;Even though no one can be sure, one thing positive is the Bush administration never really seriously cared about addressing the possibility of depleted uranium at the Pentagon just like it cares little about the same problem at the World Trade Center and in the war fields of Iraq and Afghanistan.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;And, more recently, Moret, Fulk and Maj. Rokke, along with Dennis Kyne, Bob Jones and Mark Zeller, have provided documentation for an explosive video written and produced by Joyce Riley and William Lewis called "Beyond Treason," providing an in depth look at depleted uranium used in the Gulf Wars and its likelihood of causing numerous civilian and military illnesses.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"It has been determined that the equivalent of more than 400,000 Nagasaki bombs has been released in the middle east since 1991," said Moret, citing a report and subsequent speech at a 2000 depleted uranium conference given by Professor Yagasaki, a physicist and well-respected nuclear radiation expert.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;And in the 89 minute video, exploring a massive government cover up, Riley and Lewis point out the unexplained illnesses in civilians and military personal may be the cause of depleted uranium or perhaps a combination of overlapping causes, including chemical and biological exposure and the use of experimental vaccines.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;The writers of Beyond Treason, added:&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"The ailing Gulf War heroes from all 27 coalition countries slowly die from of "unknown causes," they wait for answers from their respective governments, but no satisfying or even credible answers have come forth from the military establishment. Records that span over a decade point to negligence and even culpability on the part of the U.S. Department of Defense and their disposable army" mentality.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"The VA has determined that 250,000 troops are now permanently disabled, 15,000 troops are dead and over 425,000 are ill and slowly dying from what the Department of Defense still calls a mystery disease. How many more will have to die before action is taken?"&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;And in February, 2004, a conference called "Dialogues with Decision Makers" was held in New Delhi, India, where a group of experts gathered for the prevention of nuclear war and looked closely at the depleted uranium problem in the Middle East.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;Admiral Vishnu Bhagwat, former chief of the Naval Staff in India, reported the following shocking details about the effects of depleted uranium:&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"In the 2003 war, the Iraqi's were subjected to the Pentagon's radioactive arsenal, mainly in the urban centers, unlike in the deserts in 1991. The aggregate effects of illnesses and long term disabilities and genetic birth defects will be apparent only 2008 onwards. "By now, half of all the 697,000 US soldiers involved in the 1991 war have reported serious illnesses. According the American Gulf War Veterans Association, more than 30% of these soldiers are chronically ill, and receiving disability benefits from the Veterans Administration.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"Near the Republican Palace where US troops stood guard and over 1000 employees walked in and out, the radiation readings were the hottest in Iraq, at nearly 1900 times background radiation levels.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"At a roadside stand, selling fresh bunches of parsley, mint, and onions, children played on a burnt out Iraqi tank just outside Baghdad, the Geiger counter registered 1000 times normal background radiation.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"The Pentagon and the United Nations estimate that the US and Britain used 1,100 to 2,200 tons of armor piercing shells made of DU during attacks in March-April 2003, far more than the 1991 Gulf War (this does not include air dispensed DU munitions and missiles)," wrote the Post Intelligencer.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"The long term effects, as Dr Asaf Durakovic elaborates, after the early neurological symptoms are cancer, and related radiation illnesses such as chronic fatigue syndrome, joint and muscle pain, neurological and/or nerve damage, mood disturbances, auto-immune deficiencies, lung and kidney damage, vision problems, skin rupture, increase in miscarriages, maternal mortality and genetic birth defects/deformation.&lt;BR&gt;&lt;BR&gt;&lt;/FONT&gt;&lt;FONT style="FONT-SIZE: 14px"&gt;"For years the US government described the Gulf War Syndrome as a post traumatic stress disorder. He said that after his arrest, drone attacks stopped as if he was providing assistance in this regard to the US forces. He said there were several instances when the US had taken action against sovereignty of different countries. He said the US authorities arrested Noriega, Panama’s army chief, on January 3, 1990 for challenging America’s authority. In the interview, he answered several questions regarding the Raymond Davis issue, noting that this one issue has given Pakistan a diplomatic advantage and has put the U.S. under Pakistani pressure. General Beg&lt;/I&gt;&lt;I&gt; added that the Pakistan-U.S. relations will not remain the same after Raymond Davis's release.&lt;/I&gt;&lt;/P&gt;
&lt;P&gt;&lt;I&gt;In the interview, General Beg went on to allege that Raymond Davis was working for the intelligence agencies of four countries. He alleged that CIA and RAW (India's external intelligence Research &amp;amp; Analysis Wing) are responsible for terror attacks in Pakistani cities. The former Pakistan Army chief also alleged that Lashkar-e-Jhangvi, an Al-Qaeda affiliated Sunni jihadist organization, and the Sipah-e-Sahaba Pakistan (which is the mother of Pakistani Sunni militant groups), were created on the advice of the U.S.&lt;/I&gt;&lt;/P&gt;
&lt;P&gt;&lt;I&gt;Regarding a question about Punjab Chief Minister Shahbaz Sharif's recent objection to the use of the expression "Punjabi Taliban," General Beg said that Punjabi Taliban were responsible for the attack on Pakistan Army headquarters in Rawalpindi a few years ago, and also noted that the Punjabi Taliban and the Frontier Taliban (a reference to Pashtun Taliban) exist in the Pakistani border region. &lt;/I&gt;&lt;/P&gt;

They did it in Vietnam and also in Cambodia. Now that the U.S. is fighting wars in Afghanistan and Iraq, it is repeating the same behaviors here. In particular, it has made our country a target of its conspiracies. Lahore had become the center of American activities.&lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;"In 2005, a special investigating center was established in Pakistan; its headquarters manned with 600 officials was set up at Model Town in Lahore, which was blown up in a powerful bomb explosion about one and a half years ago. This institution is responsible for many nefarious designs and activities in Pakistan. It has handed over hundreds of Pakistanis to the CIA after kidnapping them. Some of them were killed and some were put into torture cells. It is deplorable that the majority of those working in this institution are Pakistanis.&lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;"Besides being the head of this institution, Davis is also responsible for other institutions like Blackwater [the private U.S. security firm now known as XE Worldwide Services] and an unnamed institution operating under the CIA in the north western frontier areas; and has been responsible for many other anti-national activities and drone attacks, and which continues until present. If it's not true, then why it is that [those] from President Obama to the U.S. Departments of State and Defense are pressuring Pakistan for the release of Raymond. The U.S. is lying that he is a diplomat and he has [diplomatic] immunity." &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;Question&lt;/B&gt;: "Why is the U.S. afraid of a legal action against Raymond?" &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;General Aslam Beg&lt;/B&gt;: "Because if this man remains in the custody of the Pakistani security agencies, many secrets would be obtained from him. Whatever he has said so far, its result is before us and we have come to know who this man is. He was working as a coordinator of four important foreign secret agencies in our country. He was the chief of the U.S. intelligence in Pakistan and was working under the CIA and the U.S. government. That is why the U.S. wants him back, so that the secret could not be divulged." &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;Question&lt;/B&gt;: "Will the difficulties of the government not grow by standing up to the U.S.?" &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;General Aslam Beg&lt;/B&gt;: "It is not Pakistan but the U.S. which is in difficulty. In my opinion, positive results will come out of it for the nation. A national awakening has greatly [occurred] with regard to this issue. The reaction which emerged from our media and people and the way Raymond Davis's reality was revealed, [President Asif] Zardari got such courage from the nation that he told President Obama not to put so much pressure that could worsen the situation. &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;"At present, Pakistan's position is sound and the American position is weak on the diplomatic level. Because of this incident, the U.S. General [David] Petraeus is saying that now they would intensify their action on the Pak-Afghan borders to stop intervention from Pakistan [in Afghanistan by Taliban militants]. So far, the demand had been that Pakistan should itself stop this intervention. The demands to 'do more' [and act against Taliban militants] were regarding this issue that Pakistan take military action in North Waziristan. But Pakistan told the U.S.: 'You don't trust us and it is your responsibility to stop the [Taliban's] intervention in Afghanistan, or face it.' &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;"In this case, our army and intelligence particularly rejected their demands. Because of the one case of Raymond, Pakistan has gained diplomatic advantage, and today, due to this, the U.S. is under our pressure. This change came at a time when the U.S. is leaving Afghanistan after facing defeat and it needs help from Pakistan." &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;Question&lt;/B&gt;: "Will the government hand over Raymond Davis on some pretext? There are reports that Saudi Arabia has sent messages in this regard." &lt;/P&gt;

Pakistan-U.S. relations will not remain the same even after he is handed over. Now it is being tried to contact those persons whose relatives have been killed by Davis and they would be persuaded by Saudi Arabia through the &lt;I&gt;Qisas &lt;/I&gt;and &lt;I&gt;Diyat &lt;/I&gt;[tit-for-tat or compensation for the killing]." &lt;/P&gt;

Some other organizations are also involved in big terrorist activities to get their objectives fulfilled. Besides the CIA, RAW [the Research &amp;amp; Analysis Wing of India] is also involved in explosions carried out in mosques, &lt;I&gt;Imambargahs&lt;/I&gt; [Shi'ite places of worship], and on congregations in order to cause riots between Shi'ites and Sunnis. &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;Question&lt;/B&gt;: "Shahbaz Sharif doesn't like the mention of Punjabi Taliban. Does the Punjabi Taliban exist?"&lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;General Aslam Beg&lt;/B&gt;: "Punjabi Taliban and Frontier Taliban exist. Many organizations and groups like Lashkar-e-Jhangvi and Sipah-e-Sahaba were formed on the advice of the U.S. in order to cause riots. And when these people were banned after being declared as terrorists, they took flight to the borders where they are active. They are the people who abducted [former Pakistani spies] Colonel Imam and Khalid Khwaja and killed them. They have links with both the RAW and CIA. &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;"It was Usman Punjabi who killed Colonel Imam and Khalid Khwaja after abducting them; and other people wiped out his group. Who does not know that Punjabi Taliban were involved in the attack on GHQ [general headquarters of Pakistan Army]? Usman was from Kahuta and was running a full team. &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;"There are more such people. They are engaged in revenge attacks because the government has arrested them, tortured them, and put them behind bars; their men were killed. In my opinion, Shahbaz Sharif objects to the mention of 'Punjabi Taliban' because it gives this impression that Punjab is sending these terrorists. In reality, such sectarian organizations were formed by the government itself. And now, instead of finishing them duly, they have been declared terrorists." &lt;/P&gt;
&lt;P class=sub_bodytext align=justify&gt;&lt;B&gt;Question&lt;/B&gt;: "Who could be involved in the murder of Shahbaz Bhatti [the Minority Affairs Minister of Pakistan killed over his support for reform in Pakistan's blasphemy laws]?" &lt;/P&gt;

&lt;P class=yiv1163584133body-paragraph align=justify&gt;&lt;A href="http://csmonitor.com/USA/2010/1003/Stuxnet-worm-Private-security-experts-want-US-to-tell-them-more"&gt;csmonitor.com&lt;/A&gt;&lt;BR&gt;October 3, 2010&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;America's government security experts are among the best in the world. But their private sector counterparts are mystified why government's public findings on the Stuxnet worm – the world's first publicly-known cyber superweapon – so often have seemed muted, old news, or incomplete.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Tucked away on a government website, the Industrial Control System-Cyber &lt;FONT id=lw_1292718162_4 class=yshortcuts&gt;Emergency Response Team&lt;/FONT&gt; (ICS-CERT) – part of the &lt;FONT id=lw_1292718162_5 class=yshortcuts&gt;Department of Homeland Security – posts&lt;/FONT&gt; alerts and bulletins with government analysis of Stuxnet, dutifully logging its findings since it emerged publicly in July.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Yet those government alerts have mostly been echoes of findings already made public by anti-virus companies and private researchers – often lagging by several days and providing less detailed findings, &lt;FONT id=lw_1292718162_6 class=yshortcuts&gt;industrial control system security&lt;/FONT&gt; experts say.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;It looks like government is either inept at releasing detailed technical information to help protect the country or – for other reasons political or strategic – has decided to pull its punches on helping defuse Stuxnet, security experts, former government officials and Stuxnet experts told the monitor.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;For instance, they say, the US government so far has refused to provide details on Stuxnet that might help some 40-50 US-based &lt;FONT id=lw_1292718162_7 class=yshortcuts&gt;industrial control systems&lt;/FONT&gt; possibly infected by this new generation of cyber-war software. The government's failure, they say, leaves US corporations infected and open to attack in the future.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"Name me one new or helpful piece of information that ICS-CERT provided to the community on Stuxnet? Or any other helpful contribution on the biggest control system security event to date," writes Dale Peterson, CEO of Digital Bond, a control systems security firm, in his Sept. 20 blog. "It seems to me to have been a delayed clipping service."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;'Those bulletins they put out were missing key data'&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"They had the expertise, the relationship with vendors, the equipment in their labs and the ability to analyze Stuxnet," Mr. Peterson said in an interview. "But those bulletins they put out were missing key data or late. Getting this information out quickly was their sole mission, and they failed."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Sean McGurk, director of DHS's Control System Security Program, who oversees ICS-CERT, disputes that view, saying the team has been very focused on putting out timely public alerts – leaving out details if they did not serve the function of protecting critical US infrastructure systems.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"We took a broad all-hazards approach to the [Stuxnet] malcode," he says in an interview. "We immediately began to analyze it and produce information to get into the hands of the community so they could begin taking protective measures."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;At the company level, ICS-CERT is focused on forensic incident response – like dealing with Stuxnet – and &lt;FONT id=lw_1292718162_8 class=yshortcuts&gt;vulnerability assessment&lt;/FONT&gt;. Computer engineers in &lt;FONT id=lw_1292718162_9 class=yshortcuts&gt;Washington&lt;/FONT&gt;, along with experts at the Department of Energy's Idaho National Laboratory, test &lt;FONT id=lw_1292718162_10 class=yshortcuts&gt;control system software&lt;/FONT&gt; and equipment. Results are distributed to software vendors and users of the system software.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"We were able to reverse engineer the [Stuxnet] code and monitor how it works," McGurk says. "There have been individuals speculating on attribution and intent…. Our main focus has been on understanding the malware and putting mitigation in place – how to prevent the spread and how to protect the physical infrastructure."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Still, examples of government as follower abound that Peterson and others say show the government has not been doing enough to get critical information out.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;On Sept. 21, German researcher Ralph Langner dropped a bombshell at a cyber security conference in &lt;FONT id=lw_1292718162_11 class=yshortcuts&gt;Maryland&lt;/FONT&gt; detailing how Stuxnet "fingerprints" its target, making it the first-known targeted cyber missile. It is designed to home in on and "destroy something" in the real world, Mr. Langner says. Some of his findings, posted on his website Sept. 13, were echoed days later in an ICS-CERT alert.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;This past week the big anti-virus software company Symantec again eclipsed government researchers by unveiling a 49-page blue print of Stuxnet, which some experts speculate was aimed at wrecking Iranian nuclear facilities, but which has spread far beyond &lt;FONT id=lw_1292718162_12 class=yshortcuts&gt;Iran&lt;/FONT&gt;.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Symantec's analysis – much of it released long ago in blog posts this summer – details not only how Stuxnet operates, but also key steps to defuse it.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;That could be important since Symantec notes in its new report that about 60 percent of the 100,000 Stuxnet-infected computers worldwide were in Iran. Yet just under 1 percent of those infections were in the US – roughly 900 computers systems. And within that smaller group, about 5 percent of the infections (40-50computers) were on Siemens industrial control systems.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Siemans uncertain how many clients infected&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;That's a lot more than Siemens admits to. A spokesman told the Monitor just 15 of its &lt;FONT id=lw_1292718162_13 class=yshortcuts&gt;industrial controls systems&lt;/FONT&gt; clients worldwide had reported Stuxnet infection. The spokesman acknowledged, however, the company is not certain all its clients would have reported an infection if they had one.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;That worries some experts who wish there was a stronger government push to fan out among potentially affected industries to explain Stuxnet and the threat variants it might pose.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"I don't think the chemical industry has their eyes on this, which is why I'm writing about this," says Patrick Coyle, a retired &lt;FONT id=lw_1292718162_14 class=yshortcuts&gt;chemical engineer&lt;/FONT&gt; who writes a blog called Chemical Facility Security News. "Government hasn't reached these guys."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Others like Joel Langill, an &lt;FONT id=lw_1292718162_15 class=yshortcuts&gt;industrial control systems security&lt;/FONT&gt; expert who works in the &lt;FONT id=lw_1292718162_16 class=yshortcuts&gt;oil and gas industry&lt;/FONT&gt; says there's been a distinct lack of information flowing from government.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"It was very quiet in July, and about the only place to get public information on Stuxnet was from Symantec," says "I don't think ICS-CERT reports have done justice to the magnitude of what happened. Their reports have contained a lot of detail about the Stuxnet worm and prevention, but haven't done much about what to do if you had it. If this was a massive cyber attack, they didn't do very well."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;On Sept. 29, ICS-CERT released a four-page "advisory," the most recent in a series of similarly brief tracts on how Stuxnet has operated since July.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;But until the Sept. 15 advisory – which appeared two days after Mr. Langner's revelations on his website – none of these federal missives provided details that would be needed by US-based industrial systems to detect and remove Stuxnet from infected &lt;FONT id=lw_1292718162_17 class=yshortcuts&gt;programmable logic controllers&lt;/FONT&gt; or PLCs, several experts say.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;One part of Stuxnet sneaks into an &lt;FONT id=lw_1292718162_18 class=yshortcuts&gt;industrial control system&lt;/FONT&gt;. But another part drops its main bomb on PLCs – vital computers that directly control robots on the factory floor. It was an issue focused on and unpacked in detail by Symantec in early August. But it took the government until its Sept. 15 advisory to address the PLC issue.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;While some private researchers have peeled the Stuxnet onion, others left waiting since mid-July for key details from US government researchers for corroboration have frequently been disappointed.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"They did okay addressing Stuxnet, but I would like to know what I can do to prevent a similar attack coming in the future. That's where they come up short," says Langill.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;One who applauds the federal government for its efforts on Stuxnet is Mark Weatherford, chief of security for the &lt;FONT id=lw_1292718162_19 class=yshortcuts&gt;North American Electric Reliability Corporation&lt;/FONT&gt;. His organization, which is charged with keep the grid up and running, says his group has been working closely with government to get the word about Stuxnet security concerns directly to about 2,000 registered energy generators nationwide.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"Hopefully Stuxnet will die a peaceful death," he says. "But we're going to stay on top of it until we feel comfortable that the threat is no longer there."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Lack of details leads to rumors and speculation&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Still, the consistent shortfall in Stuxnet details from government has led to rumors and speculation. One theory circulating is that the Defense Department feared somehow exposing nuclear systems by detailing Stuxnet fixes.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Another more obvious theory is that &lt;FONT id=lw_1292718162_20 class=yshortcuts&gt;Israel&lt;/FONT&gt; may be behind the cyber attack on Iran – and US officials don't want to provide Iran with a road map for fixing computers inside their nuclear facilities. Iranian authorities have admitted that Stuxnet infiltrated their &lt;FONT id=lw_1292718162_21 class=yshortcuts&gt;nuclear power plant&lt;/FONT&gt;.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"The real question is: Did the US government know the target," says one cyber security expert in the private sector who asked not to be named because he works with the government sector and fears losing its business. "Did the US government know Stuxnet's target and say, 'No, no, no – we don't want this information [about how to defang Stuxnet] out there. It's highly plausible that people knew Iran was the target and didn't want all the details about how to fix Stuxnet to get out right away."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;But Scott Borg, who directs the US Cyber Consequences Unit, an independent cyber research center, says because malware attacks are so hard to source, he would not be too quick to assume the US is withholding information to help Israel, or even that Iran was the target, despite the apparent predominance of Stuxnet infections reported in Iran.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;The most plausible explanation is that &lt;FONT id=lw_1292718162_22 class=yshortcuts&gt;private sector researchers&lt;/FONT&gt; are winning the race on getting information out because they are better at it.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"Most experts [on control systems] are in the private sector and sometimes they are just faster," Mr. Borg says. "Everyone in government has to follow proper procedure. In the private sector you go for the right answer, cut every corner to get their first. It's easier to do this work in very informal settings."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Others, however, told the Monitor there is every sign that US government researchers at the &lt;FONT id=lw_1292718162_23 class=yshortcuts&gt;Idaho National Laboratory&lt;/FONT&gt; knew a lot more about Stuxnet and how to defeat it – far more than has yet been released by the government. Government researchers, they say, knew well before most information about it was released publicly by private companies.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Government might have decided to release less information publicly about Stuxnet, Borg said, and supply it instead to Siemens with the details needed to fix the problem with its own customers, thereby safeguarding a valued relationship.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"There's this decision making process," he said. "Do we hurt trusted relationships, other governments, vendors, our own military? This is why you get this disparity between what is released from government and what's released privately."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Still, such decisions can leave even professionals "incredibly frustrated because they ended up looking like goofballs," the former official says of the federal bulletins and alerts. "They had done good work. They knew a lot – and had gotten to a good place with [Stuxnet] before anybody else. But in public they looked like they weren't on top of their game. These guys did an incredible level of work that never got out in enough technical detail."&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Meanwhile, back in &lt;FONT id=lw_1292718162_24 class=yshortcuts&gt;Germany&lt;/FONT&gt;, Mr. Langner posted another blog item – this one an eight-point critique of what he writes is critical, but missing information not raised in the most recent Sept. 29 ICS-CERT advisory on Stuxnet.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"Why explain in great length all the funny files that Stuxnet installs and not saying how to simply pull the plug by deleting one file?" he writes.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;Joe Weiss, a managing partner at Applied Control Solutions, which sponsored the conference where Langner spoke, is disappointed that government officials at the conference provided few details about Stuxnet.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;'Why are they holding back?'&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"Neither the &lt;FONT id=lw_1292718162_25 class=yshortcuts&gt;Department of Energy&lt;/FONT&gt; or DHS has been giving us any real help on this issue," says Mr. Weiss. "If they've got the information, why the heck wasn't that information being sent to our infrastructure owners? Why are they holding back?&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;He and others say there is more than a little irony in federal officials touting last week's Cyber Storm III, the government's third big war game, as great preparation for a cyber attack with the backdrop of Stuxnet, the first known cyber superweapon to make its appearance in the public realm.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;But to charges of offering late and incomplete information on this major new threat, DHS's Mr. McGurk says his agency has no apologies for not listing all the gory details, which he said is intentional when it occurs.&lt;/P&gt;
&lt;P class=yiv1163584133body-paragraph align=justify&gt;"I wouldn't say information was intentionally withheld because it wasn't complete," he says referring to the ICS-CERT alerts on Stuxnet since July. Sometimes it's best to go to work directly with the chemical industry or &lt;FONT id=lw_1292718162_26 class=yshortcuts&gt;petroleum industry&lt;/FONT&gt;, he notes.&lt;/P&gt;
